Job Introduction
As part of the Finance Directorate, the Treasury & Pension Fund Service is the lead commissioner for the Staffordshire Pension Fund with key accountabilities for strategic insight, implementation of the delivery model and its monitoring and review; including providing strategic financial advice, securing stewardship, supporting effective decision making, enabling effective financial management and providing an outstanding pensions administration service.
As one of the Fund's two Strategic Pensions Managers you will have direct management responsibility and provide the strategic leadership for the Employers & Funding and Governance & Communications functions.
Main Responsibility
Support the Assistant Director for Treasury & Pensions in ensuring that:
- the Fund has a long term Funding Strategy in place which enables it to meet its liabilities as they fall due whilst being consistent with maintaining an affordable and stable contribution rate for scheme employers;
- the triennial Actuarial Valuation is well managed and effectively communicated to ensure it is properly understood by all interested parties; and
- the Fund has an appropriate Governance Framework in place, with supporting policies and documentation that clearly set out the Fund's approach.
The Ideal Candidate
The ideal candidate will have a degree / equivalent or substantial experience of working in a Local Government pensions environment. Holding the Institute of Payroll and Pensions Management (IPPM) or a recognised Pensions Industry qualification would also be an advantage.
The successful candidate will be able to demonstrate experience in a Senior Management role, a detailed understanding of the Local Government Pension Scheme and an insight into actuarial methods, standards and practices.
They will be highly self-motivated and demonstrate the ability to lead and develop others and inspire change and improvement. Being able to build strong influential relationships with senior individuals and work with a variety of stakeholders across all levels and provide effective communication is also essential.
