Job Introduction
The purpose of the Skills & Employability department is to improve people’s lives through learning and training, leading to employment and/or increased personal fulfilment, and to support the growth of Staffordshire’s economy and society;
- Ensuring provision of a wide range of high-quality learning opportunities to reflect identified local needs and wishes of Staffordshire’s 16+ residents, by enabling provider partnerships and through direct delivery.
- Providing support, with a focus on targeted groups, to improve participation in learning across Staffordshire.
- Ensuring provision of work-related experience and advice to increase the employability of targeted groups and/or individuals.
- Working with providers and partners to ensure that Staffordshire’s social, employment and economic demands are met.
The Community Learning Service is part of the Skills and Employability department and receives funding from the Education and Skills Funding Agency to deliver non-accredited Community Learning and accredited Adult Skills programmes and funding from the Department for Education to deliver the national numeracy programme Multiply across Staffordshire.
The Service holds a varied portfolio of Providers and provision across Staffordshire that support adult learners to develop skills to meet their personal and career aspirations.

Main Responsibility
Working in a fast paced environment the post holder will be responsible for:
- implementing a robust account management approach of subcontracted provision and delivery, including maintaining risk-based account management,
- ensuring funding and resources allocated deliver programmes and outcomes that meet Community Learning and the County Council priorities,
- liaising with Providers regularly and consistently on a daily basis, including monthly dialogue and quarterly/termly performance reporting to inform, shape and influence the future development of provision and contracts,
- promoting the Service and supporting partnerships and opportunities to work in collaboration,
- and undertaking on-site visits or other appropriate monitoring and intervention activity, for example, capturing the learner voice.
The Ideal Candidate
Our ideal candidate requires effective teamwork and strong communication and interpersonal skills to work in a fast paced environment with the ability to adapt and embrace change.
The ideal candidate will also need:
- experience of managing Community Learning provision and understanding of relevant funding regulation and guidance covering adult learning,
- experience of managing contracts using a risk-based approach to assurance, accountability, improvement and intervention,
- experience of working with a wide range of stakeholders,
- and knowledge of commissioning processes and principles
