Commissioning Manager

Job Introduction

We are looking for an experienced social care professional who has a thorough understanding of adult social care and commissioning to take forward key projects within the County.

The post is based within the Older People and Physical Disability Commissioning Team, working as part of a team of five Commissioning Managers.

This post will lead on home and community care, with a particular focus on commissioning of Home Care and Market Sustainability. The post will also lead on Carers across older people and physical disabilities (OPPD) Commissioning.

Main Responsibility

You will:

  • Develop and implement strategies and plans to deliver the Council's strategic objectives.
  • Lead on developing future commissioning arrangements for home and community care.
  • Develop innovation and service specific solutions to meet needs and improve outcomes which are co-produced with people and their carers/families.
  • Manage and deliver projects to timescale and budget.
  • Form and maintain positive working relationships with providers, and internal and external stakeholders.
  • Develop opportunities for closer collaboration with commissioners in the NHS and other authorities.
  • Learn from best practice both within the sector and outside and translating that into working practice.

The Ideal Candidate

What you’ll bring:

  • You will be able to analyse data and determine priorities based on evidence and develop and produce documents written to a high standard.
  • You will be a skilled and experienced commissioner who has a track record of engaging and shaping markets to improve outcomes for people who receive support.
  • Have an understanding of the legislative requirements for adult social care, as well as practice implications, and through promoting strength-based approaches to adult social care support personalisation and achieve greater independence.
  • Be an expert communicator and able to develop and sustain working relationships with internal and external partners and stakeholders.
  • Have a commitment to engagement and coproduction and experience of involving people who use services and their families/carers in the planning and development of services and policies.
  • You will work at a strategic level but also have a sound understanding of adult social care operations and legislation.
