Commissioning Manager - Healthy Systems and Environments

Job Introduction

This role will help to shape a new approach to ensure Staffordshire has the right conditions and environments to enable people to live happy and healthy lives.  Working collaboratively with partner organisations and senior colleagues this role will provide strategic leadership to embed and drive the Better Health Staffordshire (BHS) programme of work (a whole systems approach to enabling healthy weight). The role will also lead on promoting and enabling healthy places and environments via levers such as planning policy and housing. The two areas of work will be closely aligned and interdependent. 

The role will coordinate and lead on programmes that aim to influence policy and environments across a breadth of public health topics, but specifically:

  • Enabling healthy weight.
  • The built environment.
  • Green and open spaces.
  • Active travel.
  • Planning and licensing.
  • Homes for life.
  • Health impact assessment.

Main Responsibility

  • Focus on reducing health inequalities across the system.
  • Strategic leadership of the BHS programme, including the successful roll out, scaling up across the county, and supporting the local partnerships to deliver and measure short, medium and long-term outcomes.
  • Lead on the procurement of a new digital solution to improve health and wellbeing.
  • Develop and implement an evaluation framework to measure the impact of the BHS programme.
  • Supporting District and Borough councils to deliver local plans that prioritise health and wellbeing.
  • Embed health impact assessments within policies and programmes across Staffordshire County Council and our partners.

The Ideal Candidate

This is a fantastic opportunity for someone who:

  • Can lead complex transformational system change.
  • Has detailed knowledge of public health and UK health and care systems.
  • Can lead, develop and coordinate work across organisational boundaries.
  • Has a sound understanding of complex data, research, evaluation and presenting information to inform strategic development and programme delivery.
  • Is passionate about promoting improvements in public health and reducing inequalities in health, you will promote co-production to ensure the voice of the person is recognised.

  • A superb communicator, negotiator and influencer that can develop and sustain strong working relationships.
  • A strategic planner and have strong programme management skills.

  • Able to motivate and build cross organisational partnerships that consistently achieve and exceed their objectives.
  • Have a high level of personal drive and integrity, you’ll be committed to proactively solving problems and developing innovative solutions to improve outcomes.
