Brokerage Liaison Officer

Job Introduction

The Brokerage Liaison Officer plays a vital role in the Adult Social Care pathway in Staffordshire. This position is responsible for obtaining care offers from the market and establishing care and support for residents and/or their representatives.

This role involves managing the end-to-end brokerage pathway, including sourcing care offers through the council’s commissioned systems and directly communicating with residents of Staffordshire to establish care and support.

Main Responsibility

You will:

  • Quality Assurance: Ensure referrals into the Brokerage service meet quality standards, liaising with Adult Social Care Practitioners as needed.
  • Collaboration: Work with professionals and partner organisations to understand residents’ care and support needs.
  • Care Sourcing: Utilise council policies and systems to obtain suitable care offers within contractual frameworks.
  • Care Establishment: Arrange care for various needs, including residential, nursing, home care, day care, supported living, and mental health.
  • Provider Liaison: Contact provider organisations to negotiate care arrangements, ensuring secure and accurate information exchange.
  • Resident Engagement: Discuss brokerage roles with residents, arrange provider assessments, and agree on care offers, including financial contributions.
  • Outcome Negotiation: Agree on realistic outcomes with residents and/or their representatives.
  • Documentation: Produce and send contractual documentation before care commencement and maintain professional records of discussions, assessments, and decisions in line with policies.
  • Risk Management: Identify and manage risks, using appropriate escalation channels.

The Ideal Candidate

You will have:

  • Understanding of the legislative and policy context of Adult Social Care (Care Act) and the needs of Adult Social Care users.
  • Experience managing a caseload, liaising with stakeholders, and handling confidential information.
  • Strong organisational skills, ability to prioritise tasks, and manage competing demands.
  • Excellent interpersonal and communication skills, especially in challenging conversations.
  • Proficiency in IT systems and software such as Microsoft packages, with high accuracy in record-keeping.
  • Ability to work collaboratively, problem-solve, and remain resilient in a changing environment.
